installation%20date%2C%20and%20manufacturer%3C%2Fp%3E%3Cp%3E2.%20Overall%20condition%3C%2Fp%3E%3Cp%3E3.%20Contact%20information%20for%20nearest%20PCB%20waste%20hauler%3C%2Fp%3E%3Cp%3Ec.%20Centers%20must%20comply%20with%2029%20CFR%201910.1000%2C%20which%20requires%20protects%20against%20exposures%20to%20certain%20air%20contaminants.%20Biphenyls%2C%20listed%20under%20Diphenyl%2C%20are%20listed%20in%20Table%20Z-1.%3C%2Fp%3E%3C%2Fspan%3E%3Cp%3E%3Cbr%3E%3C%2Fp%3E%3Cp%3E%3Cbr%3E%3C%2Fp%3E%3Cp%3E%3Cspan%20style%3D%22font-size%3A%2016px%3B%22%3E%3Cstrong%3E%3Cem%3ER3.%20Underground%20Storage%20Tanks%20(USTs)%2FAboveground%20Storage%20Tanks%20(ASTs)%3C%2Fem%3E%3C%2Fstrong%3E%3C%2Fspan%3E%3C%2Fp%3E%3Cp%3E%3Cbr%3E%3C%2Fp%3E%3Cspan%20style%3D%22font-size%3A%2016px%3B%22%3E%3Cp%3Ea.%20Centers%20must%20comply%20with%20federal%2C%20state%2C%20and%20local%20regulations%20and%20Job%20Corps%20policy%20regarding%20underground%20storage%20tanks%20(UST)%20and%20aboveground%20storage%20tanks%20(AST).%20Each%20center%20operator%2C%20Center%20Director%2C%20and%20Safety%20Officer%20must%20coordinate%20to%20ensure%20that%20all%20USTs%20and%20ASTs%20comply%20with%2040%20CFR%20Parts%20112%20and%20280%2C%20and%20all%20applicable%20state%20requirements.%20All%20required%20documentation%20and%20records%20are%20the%20property%20of%20the%20Department%20of%20Labor%20and%20must%20be%20retained%20on-center%20permanently.%20On-Site%20Fuel%20Tank%20Reporting%20for%20Energy%20Independence%20and%20Security%20Act%20(EISA)%20requirements%20is%20done%20through%20the%20CRA%2FFNC%20website.%20DFAM%20is%20available%20to%20provide%20technical%20assistance.%3C%2Fp%3E%3Cp%3Eb.%20Centers%20must%20develop%2C%20implement%2C%20and%20maintain%20a%20Spill%20Prevention%2C%20Control%2C%20and%20Countermeasure%20(SPCC)%20plan%20if%20it%20stores%2C%20uses%2C%20or%20consumes%20oil%20and%20has%20a%20completely%20buried%20storage%20oil%20capacity%20of%2042%2C000%20U.S.%20gallons%20or%20an%20aggregate%20aboveground%20oil%20storage%20capacity%20greater%20than%201%2C320%20gallons%20with%20a%20reasonable%20expectation%20of%20discharge%20of%20an%20oil%20into%20or%20upon%20navigable%20waters%20(as%20defined%20by%20EPA)%20or%20adjoining%20shoreline.%20All%20containers%20and%20reservoirs%2055%20gallons%20or%20greater%20must%20be%20included%20in%20the%20aboveground%20capacity%20calculations.%20Calculations%20are%20based%20on%20tank%20capacity%20and%20not%20on%20amount%20stored.%20An%20oil%20includes%20but%20is%20not%20limited%20to%20petroleum%3B%20fuel%20oil%2C%20sludge%20oil%3B%20oil%20refuse%3B%20fats%3B%20oils%20or%20greases%20of%20animals%2C%20fish%2C%20mammal%20origins%2C%20vegetable%2C%20seed%2C%20nut%20fruit%20or%20kernel%20oils%3B%20and%20any%20other%20oils%3B%20greases%20including%20synthetic%20oils%20and%20mineral%20oils.%20All%20SPCC%20plans%20must%20be%20developed%20in%20accordance%20with%2040%20CFR%20Part%20112.%3C%2Fp%3E%3Cp%3Ec.%20Centers%20must%20comply%20with%2029%20CFR%201910.106(b)%20requirements%20on%20storage%20tanks.%3C%2Fp%3E%3Cp%3E%3Cstrong%3E%3Cem%3ER4.%20Mercury%3C%2Fem%3E%3C%2Fstrong%3E%3C%2Fp%3E%3Cp%3ECenters%20must%20comply%20with%20EPA%20standards%2C%2040%20CFR%20Part%20261%2C%20Hazardous%20Waste%20Identification%20Regulations%2C%2040%20CFR%20Part%20273%2C%20Universal%20Waste%20Regulations%2C%20as%20well%20as%20state%20and%20local%20regulations%20and%20Job%20Corps%20policy%20regarding%20mercury%20containing%20equipment.%20DFAM%20is%20available%20to%20provide%20technical%20assistance.%3C%2Fp%3E%3Cp%3Ea.%20Each%20center%20operator%2C%20Center%20Director%2C%20and%20center%20Safety%20Officer%20must%20coordinate%20to%20ensure%20that%20all%20sources%20of%20mercury%20have%20been%20identified%20and%20are%20properly%20disposed%20of%20in%20accordance%20with%20the%20local%2Fstate%20or%20EPA%20regulations.%3C%2Fp%3E%3Cp%3Eb.%20All%20mercury-containing%20paints%2C%20batteries%2C%20thermometers%2C%20blood%20pressure%20meters%2C%20thermostats%2C%20etc.%2C%20currently%20in%20use%20should%20be%20replaced%20when%20it%20is%20fiscally%20possible.%3C%2Fp%3E%3Cp%3Ec.%20Center%20students%2Fstaff%20are%20strictly%20prohibited%20from%20attempting%20to%20clean%20up%20spills%20of%20elemental%20mercury.%20Clean-up%20must%20be%20performed%20by%20the%20local%20fire%20department%2C%20hazmat%20team%2C%20or%20a%20licensed%20contractor.%3C%2Fp%3E%3Cp%3Ed.%20Fluorescent%20light%20bulbs%20contain%20small%20amounts%20of%20mercury%20which%20when%20broken%20may%20be%20released%20as%20mercury%20vapor.%20Authorized%20and%20properly%20trained%20staff%20members%20may%20perform%20clean-up%20of%20broken%20fluorescent%20light%20bulbs%20following%20clean%20up%20instructions%20developed%20by%20the%20EPA.%3C%2Fp%3E%3Cp%3Ee.%20All%20required%20documentation%20and%20records%20are%20the%20property%20of%20the%20Department%20of%20Labor%20and%20must%20be%20retained%20on-center%20permanently.%3C%2Fp%3E%3Cp%3E%3Cstrong%3E%3Cem%3ER5.%20Ozone-Depleting%20Substances%20(ODS)%2FRefrigerants%3C%2Fem%3E%3C%2Fstrong%3E%3C%2Fp%3E%3Cp%3EOzone-Depleting%20Substances%20(ODS)%20are%20regulated%20by%20Section%20608%20of%20the%20EPA%20Clean%20Air%20Act.%20DFAM%20is%20available%20to%20provide%20technical%20assistance.%20Centers%20must%20meet%20the%20following%20requirements%3A%3C%2Fp%3E%3Cp%3Ea.%20Centers%20must%20comply%20with%20federal%2C%20state%2C%20and%20local%20regulations%20and%20Job%20Corps%20policy%20regarding%20ODS%20refrigerants%20in%20the%20replacement%20and%20disposal%20of%20air%20conditioning%20and%20refrigeration%20units.%3C%2Fp%3E%3Cp%3Eb.%20Technicians%20servicing%20air%20conditioning%20and%20refrigeration%20equipment%20must%20be%20EPA%20certified.%3C%2Fp%3E%3Cp%3Ec.%20Air%20conditioning%20and%20refrigeration%20equipment%20containing%20ODS%20refrigerants%20must%20have%20ODS%20refrigerants%20removed%20before%20final%20disposal.%3C%2Fp%3E%3Cp%3Ed.%20Reclaimed%20ODS%20refrigerants%20must%20be%20processed%20by%20a%20reclaimer%20meeting%20EPA%20requirements.%3C%2Fp%3E%3Cp%3E%3Cstrong%3E%3Cem%3ER6.%20Water%20and%20Waste-Water%20Treatment%3C%2Fem%3E%3C%2Fstrong%3E%3C%2Fp%3E%3Cp%3ECenters%20must%20ensure%20that%20when%20non-municipal%20water%20and%20waste%20treatment%20facilities%20are%20used%2C%20the%20following%20requirements%20are%20met%3A%3C%2Fp%3E%3Cp%3Ea.%20Water%20supplies%20meet%20center%20needs%20and%20satisfy%20National%20Primary%20Drinking%20Water%20Regulations%20(40%20CFR%20142).%3C%2Fp%3E%3Cp%3Eb.%20Prior%20to%20construction%20or%20renovation%2C%20the%20standards%20and%20regulations%20of%20federal%2C%20state%2C%20and%20local%20health%20authorities%20are%20consulted.%20Renovation%2Fbuilding%20plans%20and%20specifications%20are%20sent%20to%20the%20National%20Office%20of%20Job%20Corps%2C%20with%20a%20copy%20to%20the%20Regional%20Office%2C%20for%20review.%3C%2Fp%3E%3Cp%3Ec.%20Water%20treatment%20plant%20operators%20with%20a%20Class%20%5Binsert%20type%20of%20class%5D%20license%20as%20required%20for%20the%20water%20treatment%20plant%20shall%20operate%20and%20maintain%20the%20water%20treatment%20system.%3C%2Fp%3E%3Cp%3Ed.%20Records%20are%20maintained%20showing%20the%20amount%20of%20water%20treated%2C%20amount%20of%20chlorine%20used%2C%20daily%20free%20chlorine%20residual%2C%20and%20other%20data%20pertaining%20to%20water%20treatment%20per%20federal%2C%20state%2C%20and%20local%20requirements.%3C%2Fp%3E%3Cp%3Ee.%20All%20required%20bacterial%20and%20chemical%20tests%20are%20performed%20by%20qualified%20and%20trained%20water%20treatment%20plant%20operators.%3C%2Fp%3E%3Cp%3Ef.%20The%20center%20complies%20with%20the%20water%20quality%20and%20related%20standards%20of%20the%20state%20and%20with%20the%20standards%20established%20by%20the%20Federal%20Water%20Pollution%20Control%20Act%2033%20U.S.C.%201251%20et%20seq%20(https%3A%2F%2Fwww.whistleblowers.gov%2Fstatutes%2Ffwpca).%3C%2Fp%3E%3Cp%3Eg.%20Records%20are%20maintained%20documenting%20the%20water%2Fwastewater%20treatment%20pursuant%20to%20standards%20set%20by%20the%20Environmental%20Protection%20Agency%20(EPA)%20and%20local%20authorities%20and%20should%20be%20maintained%20on%20center%20indefinitely.%20Waste%20treatment%20problems%20are%20brought%20to%20the%20attention%20of%20the%20appropriate%20EPA%20coordinator%20and%20the%20Regional%20Office.%3C%2Fp%3E%3Cp%3Eh.%20Records%20of%20influent%20and%20effluent%20monitoring%20data%20are%20maintained%20as%20required%20by%20the%20plant%E2%80%99s%20effluent%20discharge%20permit%20and%20other%20data%20pertaining%20to%20wastewater%20treatment.%3C%2Fp%3E%3Cp%3Ei.%20The%20analysis%20of%20all%20influent%20and%20effluent%2C%20as%20required%20by%20the%20discharge%20permit%2C%20is%20performed%20by%20a%20certified%20laboratory.%3C%2Fp%3E%3C%2Fspan%3E%3Cp%3E%3Cspan%20style%3D%22font-size%3A%2016px%3B%22%3E%3Cspan%20style%3D%22font-size%3A%2014px%3B%22%3E%20%3C%2Fspan%3E%3C%2Fspan%3E%3C%2Fp%3E%3Cp%3E%3Cbr%3E%3C%2Fp%3E%3Cp%3E%20%3C%2Fp%3E%3Cp%3E%3Cbr%3E%3C%2Fp%3E"
